Preface
Miami-Dade Water and Sewer Department, a Miami-Dade County agency henceforth referred to as "the Department", is responsible for the operation and maintenance of wastewater collection and water distribution systems in most of Dade County. The Department supplies wastewater service and quality drinking water to more than 90% of the county's residents. In 1995, the Department was recognized as the largest wastewater and water utility in the southeastern United States. The Department's water system includes several well fields and three water treatment plants with a combined rated capacity of over 470 million gallons per day (mgd). The system is also comprised of three regional wastewater treatment plants and a collection system made up of over 3,000 miles of gravity sewer lines, 700 miles of force mains and over 900 pump stations.
In the past, the Department established minimum standards pertaining to the design and construction of public and private utilities by the Department's staff, other municipalities and governmental agencies within its service area and private parties engaged in the design or construction of water and wastewater utilities in Dade County and its unincorporated areas.
These standards were published and sold by the Department in several publications. In August of 1979, the Department published its Standards containing standard details. In February and August of 1985, the Department published Specifications for Gravity Sanitary Sewer Systems using Poly (Vinyl Chloride)(PVC) Pipe and Fittings and Construction Specifications for Donation Water Mains, respectively. Later, in October of 1989, the Department published Construction Specifications for Donation Wastewater Pumping Stations and Force Mains. In the past, updates to these publications were issued via public notices and distributed by the Department.
The standards and specifications contained herein are the result of revisions and re-arrangement of the aforementioned publications. The compilation of these documents shall henceforth comprise the Miami-Dade Water and Sewer Department's Design and Construction Standard Specifications and Details. All existing Department standards which are in conflict with this manual are hereby superseded.
This publication is presented in CSI format and will be published annually, in its entirety. However, the Department reserves the right to update the contents herein, as required, via public notices, which will be issued free of charge.
