In April 1998, the Port of Miami and the Port of Alicante, Spain signed an agreement of collaboration for the exchange of information and ideas, with the stated aim of increasing the cargo and cruise trade between the two ports. Later that same year, the Miami-Dade Board of County Commissioners passed a resolution establishing the criteria for entering into international sister seaports agreements, thus formalizing the process for all future accords.
