     A MESSAGE FROM PEDRO J. GARCIA

     

     In the campaign which led to my becoming Miami-Dade County's first elected Property Appraiser, I promised first and foremost that my administration would establish accurate values for all County properties.

    My commitment to this fundamental objective was realized with the release of the 2009 Preliminary Tax Roll on July 1st.

    Over the last few months, the dedicated team at my Office analyzed the 2008 sales and market data which showed significant declines in property values. 

    The decline in the 2009 Preliminary Tax Roll sets the stage for additional tax relief.  At the same time, it has created serious challenges for taxing authorities as they strive to meet the need for services with a declining property tax base.  However, my greater concern is the burden that the current economic decline places on property owners.

    I am making available to all County residents the July 1, 2009 summary roll data recently sent to the taxing authorities.  Click here to see this information.

    Information on specific values and proposed taxes for each property will be made available when the Notice of Proposed Property Taxes, commonly referred to as the TRIM Notice, is mailed on August 24th.  I encourage you to review your Notice carefully and contact my Office at (786) 331-5321 with any questions you may have.

    BEWARE OF MORTGAGE AND FORECLOSURE FRAUD

    One effect of the recent nationwide downturn in the residential real estate market has been the exposure of mortgage fraud and foreclosure prevention schemes. 

    The Property Appraiser's Office is playing its part in combating these crimes. Consumer protection publications about various forms of real estate fraud are now available at our Downtown Miami and South Dade Government Center Offices. Additionally, we are providing links to local, state and federal agency websites which also provide vital consumer protection information about real estate fraud.

    COMPUTER SYSTEM UPGRADE MAY SHOW CHANGE IN SQUARE FOOTAGE ON SOME PROPERTIES

    Earlier this year, the Property Appraiser’s Office changed computer systems to enable improvements in the collection, processing and storage of data, and the subsequent assessment and valuation of properties.To integrate this system upgrade, the adjusted square footage on some properties may have changed to work properly with this new system.  Please note that this change is not an error and does not affect the current assessed value of the property.

     

    In August, a Notice of Proposed Property Taxes will be mailed to property owners containing information about values and exemptions specific to each property.  If you feel there is a discrepancy with the assessment listed on your notice, please contact our office at 786-331-5321.

    DID YOU MISS THE MARCH 2, 2009 EXEMPTION FILING DEADLINE?

    Beginning March 3, property owners can file a late 2009 application.  After you file your late application, you are also required to file a petition with the  Value Adjustment Board and pay a $15 non-refundable petition fee.

     

    If you owned and resided on your property as of January 1, 2009, please visit the Property Appraiser's Downtown Miami or Cutler Bay office to file your late application.   Click here for more details on Homestead Exemption qualifications.

    Late Exemption applications are accepted for:

    • Homestead
    • Assessment Transfer Difference (A/K/A Portability)
    • Limited Income Seniors
    • Widows and Widowers
    • Various Disability Exemptions

    PROPERTY TAX LEVY INFORMATION

    SALES CONSIDERED FOR VALUING PROPERTIES

    Florida law requires that the Property Appraiser assess all property at market value as of January 1st, of every year. To accomplish this task, sales from the prior years are used in valuing properties. Recently, new guidelines have been given to all property appraiser's regarding Short Sales and Foreclosures.
