The Property Appraisal Department is charged by Florida law with annually assessing the market value of all real estate (such as residential and commercial properties) and Tangible Personal (business) Properties in Miami-Dade. The values are reflective of the statutory assessment date of January 1.

The department processes applications for various property tax benefits such as Homestead, disability and senior citizens' exemptions and agriculture classifications.

On August 22 the Property Appraisal Department mailed the 2008 Notice of Proposed Property Taxes (also known as the TRIM Notice) to all real estate and business property owners. Each Notice provides the following important information:

• 2008 property values calculated as of January 1, 2008.
• Exemptions applied to the property such as the homestead, limited income senior, and various disability exemptions.
• Dates, times and places of budget hearings to be held by taxing authorities such as the state, the county, municipal governments and the Miami-Dade School Board.

The deadline to appeal all values and exemptions is Sept. 17, 2008. Property owners who missed that deadline can file a ‘Just Cause’ petition with the Value Adjustment Board.

On Jan. 29, 2008 voters approved an Amendment to the Florida Constitution creating four fundamental changes to the State’s property tax system. "Amendment 1" increases (Amendment 1 FAQ's ) the Homestead Exemption, allows for the Portability of Homestead Exemption Difference (also known as Save Our Homes), limits increases in the assessment of non-homesteaded properties (e.g. rental apartment buildings) and creates a $25,000 Tangible Personal Property exemption for businesses.  Fl.
