A GISP is a certified geographic information systems (GIS) Professional who has met the minimum standards for ethical conduct and professional practice as established by the GIS Certification Institute (GISCI). Although all our GIS staff are professionals, these individuals are recognized at a national level for their knowledge and experience.

Elvia Cortes
A graduate from Barry University with a Bachelor’s Degree in Management Information Systems. She has risen through the ranks of Miami Dade County starting as a Computer Programmer in 1997. She has had the opportunity to grow and learn GIS through the different assignments and currently manages the GIS Web Infrastructure as a Senior Operating Systems Programmer along many other projects. Lastly for her, in GIS there is never a boring moment and everyday is a challenge to do her work efficiently and accurately.

Mairim Avila
With an undergraduate degree in Computer Science, Mairim Avila was exposed to GIS at her very first job. “Almost no one knew about GIS. It was hard to explain to my friends what I did for a living”. Since then GIS has been a never-ending passion. Driven by the technology, she registered at ITC, The Netherlands for an intensive course in GeoInformatics. Recently she graduated from the MSMIS program at FIU, where GIS was often the main subject of her projects. Today, with 11 years of experience, Mairim Avila occupies a Senior Systems Analyst Position in the GIS Tech Support Unit of ETSD where she manages the GIS Batch processing infrastructure, imagery projects and other GIS-web related projects. In retrospect to her 6 years with Miami Dade County she comments: “I am really proud to be part of this organization; we have such an awesome team”.

Martha Guerra
Martha is currently the Systems Support Manager for the GIS Technical Support Group at ETSD. She oversees the programmers that do the maintenance of the GIS data and web servers.

Karen Grassi
Karen is currently a Senior Systems Analyst Programmer in the GIS Technical Support Group at ETSD. She supports the Citrix GIS environment as well as the maintenance of the street network.

Soheila Ajabshir
Soheila has 21 years of experience serving both County and Municipal governments in South Florida; holding positions of Sr. Systems Analyst, Systems Support Supervisor, Geographic Information Systems (GIS) Manager, and Urban Planner. During her 15 years with Miami-Dade County she has worked with the Parks and Recreation Department (MDPR) as a Senior Planner, with the Enterprise Technology Services Department (ETSD) as a Systems Analyst/Programmer and has spent the last 7 years with the Department of Emergency Management (DEM) as its GIS Manager / Systems Support Supervisor. She also leads the GIS Unit during activations of the Emergency Operation Center (EOC). Mrs. Ajabshir holds a Master Degree in City Planning and a Bachelor's Degree in Architecture and she received the first GISP certificate in the County. For her, using GIS as a tool in combination with her planning skills is the ultimate solution to problems during emergencies or day to day activity
