The goal of this program is to reduce emissions of Volatile Organic Compounds (VOCs) that are emitted during refueling of gasoline-powered motor vehicles at refueling service stations. These VOC emissions can react with ground-level air and form ozone. While ozone in the stratosphere is beneficial to life, ozone in the troposphere (ground-level air layer) is harmful.
In addition to controlling VOCs and ground-level ozone, the vapor recovery program reduces exposure to toluene, a component of gasoline and a known carcinogen. This program is specified under section 24-41.16 of the Miami-Dade County Environmental Code. Facilities dispensing gasoline/gasohol may require an APVR permit.
