    Industrial Facility Permits

    The IW-O (IW-2,IW-3,IW-4) Program
    The IW-O Program is made up of three subcategories IW2, IW3 and IW4:

    • IW2s are facilities having reclaim or recycling systems with no discharges, above ground holding tanks or spill prevention and countermeasure plans. Included in this category are some woodtreaters, chemical repackagers and tank farms. 
    • IW3s are facilities that pretreat their waste prior to discharging to the sanitary sewer system (provided the total volume of waste discharged is less than 25,000 gallons per day). Included in this category are some manufacturing facilities, paint formulators, larger printers and silk screeners and some fleet maintenance operations. 
    • IW4s are facilities that discharge an effluent to the ground. The department does not approve new facilities with discharges to the ground. Therefore the few facilities in this program are grandfathered and mostly discharge non-contact cooling water only.


    The IWO permit calendar year runs from June 1st through May 31st of the following year. Permit renewal forms are sent to the facility operators a minimum of sixty (60) days prior to the expiration of the permit. For more information on this program you may contact (305)372-6600.

    IW5 Permits
    This program is directed towards ground and water protection. The program issues operating permits to smaller users or generators of hazardous material or hazardous waste. Generally these facilities fall under the category of "Conditionally Exempt Small Quantity Generator" or "Small Quantity Generator ". Typical facilities permitted by the program include mechanical repair facilities, machine shops, paint and body shops, chemical storage facilities, x-ray and photo developing facilities, printers and salvage yards.

    The IW-5 permit calendar year runs from May 1st. through June 30th. of the following year. Permit renewal forms are sent to the facility operators a minimum of sixty (60) days prior to the expiration of the permit. For more information on this program you may contact (305)372-6600.


    IW6 Permits
    This program issues permits to those non-residential land uses located within the major drinking water wellfield protection areas that are not served by sanitary sewers. Facilities in this program do not handle hazardous materials or hazardous waste but are regulated because of the environmental sensitivity of the areas where they are located.
    The IW-6 permit calendar year runs from November 1st. through October 31st. of the following year. Permit renewal forms are sent to the facility operators a minimum of sixty (60) days prior to the expiration of the permit.

    Applying for an Industrial Waste Annual Operating Permit
    Prior to opening your facility you need to determine if it is located within a Wellfield Protection Area, as this could impose restrictions on your facility. Also, try to determine if the property is served by sanitary sewers and public water by contacting Miami-Dade County's Water and Sewer Department.

    Section 24-35.1 of the Code of Miami-Dade County lists some of the types of facilities which require operating permits from this section.

    If your facility is located within unicorporated Miami-Dade County, apply for a Certificate of Use and Occupancy with Miami-Dade County's Building Department. If located within a municipality, apply for a municipal occupational license. Finally, apply for an operating permit with DERM's Office of Plan Review Services located at the Miami-Dade Permitting and Inspection Center (MDPIC) at 11805 SW 26 Street.
     
    Other Regulatory Programs
    Industrial facilities may require additional permits from DERM depending on their particular operations, including the following:

    • Air Permits 
    • Wastewater Permits
